Risk Management Strategies of Korean Medical Overseas Advancement Using PPP - Focusing on Uzbekistan Case -

Abstract
Along with the innovation and development of the domestic healthcare industry, various Korean medical institutions are attempting to advance overseas. Uzbekistan government is eager to the hospital project using PPP. Therefore, the outlook for medical overseas advancement to Uzbekistan using the PPP looks bright as demand for medical services is expected to increase. However, foreign businesses are exposed to mixed risks depending on local conditions, legal and political situations.
The purpose of this study is to identify various risk factors that affect Korean medical overseas advancement into Uzbekistan using PPP and derive priority on the risk factors. Based on the results, presents a risk management strategies.
This study was conducted based on literature review and expert survey. In particular, this survey fully reflected the opinions of experts from various professions and the questionnaires were analyzed using AHP.
In the results of AHP, the most important among the factors of Korean medical overseas advancement to Uzbekistan was the legal and administrative factors, and then economic, social and cultural in the order. Also, the most important subfactor was legal instability, and then exchange rate instability, delay in approval of construction work, political instability, delay in approval of land development in the order. To relieve legal and administrative risks, specific agreements and regulations between hospitals and local governments are needed. It can prevent problems caused by legal instability and delayed approval.
